I have attached your letter of 25th, August 1911, to the Secret file relative to the proposed tEKEN lease of a Marine Lot to the Mitsui Bussan Kaisha which I am forwarding to you for your perusal. I invite your attention to my Minute of November 13th, 1910 et seq.

I reply briefly to the paragraphs of

your letter seriatim:-

(para 1) Reference was of course made to the Secretary of State for the Colonies who consulted the Admiralty as to the question of a coal depot in this port owned by a foreign nation. It did not appear to me necessary to suggest reference to the War Office and the Secretary of State does not appear to have thought such reference necessary.

(paras 4 & 5) As you will see from this file, if you are not already aware of it, the firm in question *** already owns very Exaxis¤ extensive coal depots here. The question you raise viz, the possible danger of a large increase of foreigners resident in the Colony applies equally to any other industry. Hitherto it has been the policy of this Government to encourage all forms of industrial enterprise entirely regardless of the nationality of the employes. For such purposes there has been no restriction on foreigners acquiring not merely sites as large as they pleased, but even in the lacalities which in time of war might become important tactical points. I raisâd this question
